Personnel Board Meeting Minutes January 6, 2011

PERSONNEL BOARD

JANUARY 6, 2011

 

Meeting called to order at 7:10pm

Members present: Marybeth Ferrarini, Eileen Sheehan, Dianne Baron and Nancy Carleton

Personnel Board Goals:

Discussion on Board vacancy: Interested parties need to submit a letter of interest to the Board of Selectmen.

Discussion on job descriptions for positions that are currently vacant. These will need to be reviewed prior to filling the positions.

Discussion on job descriptions on file that no longer exist. These will need to be reviewed.

Dianne moved to ask Denise to send copies of each job description to the Department Heads for review to ascertain that the job descriptions on file reflect the current duties being performed. The Personnel Board is requesting that replies be submitted by January 31, 2011. Nancy second. The vote was unanimous.

Discussion on the Conflict of Interest Law. The test needs to be completed and verification to be submitted to the Town Administrator.

The Selectmen’s Office is requesting a list of Department inventory. It was noted that the Personnel Board has a tape recorder on inventory as well as 6 mini cassettes.

Dianne moved to accept the minutes of October 7, 2010. MaryBeth seconded the motion. The vote was unanimous.

Nancy moved to accept the minutes of November 4, 2010. Dianne seconded the motion. The vote was unanimous.

Dianne moved to accept the minutes of December 2, 2010. Nancy seconded the motion. The vote was unanimous.

Minutes of December 14, 2010 tabled

Minutes Dianne motioned. Nancy second unanimous. (Dec 17) **needs clarification**

Discussion on evaluation of Town Administrator. The BOS is planning to discuss this at their next meeting.

MMA conference was attended and discussed by the Board.

Discussion on Melinda Ardway from the Dept of Revenue. She will, upon the completion of her report on the Town, be forwarding a copy.

Discussion on eligibility for Benefits (medical and retirement). Medical benefits are available 30 days after hiring date for Employees that work in excess of 20 hours per week. The Treasurer will need to inform the Personnel Board as to who qualifies for Benefits.

There are positions that are listed in Schedule A, As Required, that lack tracking of hours worked. There is currently no Policy regarding this nor is there anything within the by-laws regarding this. The Personnel Board would like to invite the Treasurer to the March meeting for discussion on this.

The Board would like to review the positions of Elected Officials, before Elections ,to assure that candidates are aware of their duties. No action taken at this time.

Discussion on the new C.O.R.I. Law. The Town needs to be in compliance. This should be placed on the Personnel Board website. The Board would like to put this as well as discussion on a hiring packet on the agenda for the next meeting.

Discussion on a welcome letter to new employees. This should include a new employee handbook. The handbook will be worked on once there is a full Board.

Eileen will submit the Annual Report to the Selectmen’s office.

Dianne moved to adjourn. Nancy seconded the motion. The vote was unanimous.

The next meeting will be February 3, 2011, 7:00 p.m.
