Personnel Board Meeting Minutes 3/25/10

PERSONNEL BOARD

March 25, 2010

 

Members present: Diane Barron, Hugh Morton, Eileen Sheehan and Nancy Carleton

Absent: Bob Bergeron

Minutes of February 22, 2010 accepted.

Discussion on the job description of the Town Administrator. Job description reviewed.

It is believed that the Town Administrator is the Affirmative Action Officer in Town.

There are 6 areas to be reviewed.

Personnel Board goal: To set a standard for the 6 critical areas.

Legal- keep Board of Selectmen apprised of the scope and status of legal matters.

Purchasing -it should be clarified from the Selectmen if town administrator has the authority to approve or deny purchase requests.

Human Resources

Financial - the Town Administrator to keep the fin comm apprised of the scope and status of financial matters. Each dept. would provide proposals for their budgets to the Town administrator.

Coordination- Department Head meetings are a necessity.

Union negotiations

There is a need for a Grant Writer.

Eileen suggested members forward recommendations to secretary to be made to the Board of Selectmen.

Next meeting April 1, 2010 @ 6:30pm.

Diane and Hugh will review the Town Administrator contract.

Perhaps during the evaluation the job descriptions can be altered. Discussion on surrounding Towns job descriptions. Mass Municipal Personnel was referenced.

Diane motioned to adjourn. Nancy second. The vote was unanimous.
