Members present:
Bob Bergeron, Dianne Baron, Nancy Carlton, Hugh Morton and Eileen Sheehan
Meeting called to order by Bob at 7:05pm
Eileen motioned to request $250.00 for Mass Municipal subscription into the Personnel Board budget. Diane second. this site has valuable information that would aid the Personnel Board. Discussion is to check with Tony Viera.
Diane motioned that Eileen check with Tony Viera as to what free information is available from MMA pertaining to the Personnel sub section. If necessary the request would be for the monies. Eileen second. The vote was unanimous. Question on where the funding will come from for this.
BOS looking for representative for committee. The representative will need to look at issues from a Personnel Board perspective.
Eileen motioned for Dianne to be the representative. Nancy second. The vote was unanimous. Bob will inform Craig that Dianne will be the representative.
Minutes of October 28, 2009: Minutes to reflect that it was the consensus of the Board that there was insufficient information to consider the job description that was submitted to us for Highway Foreman.
Dianne motioned the minutes be emailed to each member by the Secretary, within a few days for them to review. Members will reply to Secretary. Nancy second. The vote was unanimous.
Bob was authorized to review the final draft of the reply to the Planning Board and send it to them.
Diane motioned to accept the minutes as amended. Nancy second. Hugh abstained.
Eileen motioned to submit an Annual Report and conduct Annual reorganization of the Board. It is the consensus of the board to do the reorganization in September. Nancy second. The vote was unanimous.
Discussion on 2 job descriptions within the Town that were changed that were not brought before the Personnel Board. These were part time positions that were changed to full time positions without approval from this Board. Page 13 of the Personnel Bylaws shows the Planning Board has having a part time clerk. The positions in question are in the Town Clerk’s office and the Accountant’s office. Bob will ask Mike Coughlin, Town Administrator, if those Job Descriptions should have been submitted to the Personnel Board. A notice will be sent reminding Departments, depending on Mike’s input, that Job Description changes, under the prevue of the Personnel Board must be submitted for approval.
The agenda for the next meeting will include the writing of Job Descriptions that are within the prevue of the Personnel Board as well as Job evaluations. Bob will discuss this with Paul Schmidt, Selectmen further.
Dianne motioned to adjourn. Eileen second. The vote was unanimous. The meeting adjourned 8:20pm
