5:00 P.M.    Executive Session - RE: Review of Pending Litigation.

6:00 P.M.    Kevin R. and Gloria A. Curt - RE: Public hearing on a request for transfer of a six-month seasonal trailer permit by Kevin and Gloria Curt, 550 Orswell Street, Fall River, MA.  The property is located at 85 East Beach Road, also known as Assessor’s Map 76A, Lot 28.

6:10 P.M.    State Road Auto Sales, Annex – 851 State Road - RE: A public hearing on an application request to increase the number of vehicles allowed on the premises per submitted parking plan.

6:20 P.M.    Town Counsel - RE: Reduction of legal costs.

6:30 P.M.    Tom Hancock
- RE: Proposed Town Beach.

6:40 P.M.    Warrant Articles - RE: Review of warrant articles.

Question and Answer Period 

Correspondence Requiring Action and/or Reading

1. An email was received from the Historical Society notifying the Town of an open house event at the Handy House.  Permission is sought to park along side of Drift Road.  (There are no parking restrictions along this portion of Drift Rd)
2. A memo was received from the Planning Board regarding a request for use of the Town Hall Annex meeting room to host a MA Regional Stormwater Management Seminar.
3. An invitation was received from the Vietnam Veterans of America, Chapter 207 to attend Memorial Day Services and participate in the ceremonies and parade.
4. An invitation was received from MASSPIRG to attend a resolution ceremony for the passing of the Updated Bottle Bill; approval of Resolution.

Town Administrator’s Report
 
1) Draft DEP Report Westport Transfer Station
At the Special Budget Meeting of the Board on Thursday,  the Board of Health agreed to share the draft DEP report concerning implementation of an Enterprise Fund (Encl A).  The Town Meeting voted to establish an Enterprise Fund (Encl B)  I have also attached the first report by the DEP issued in January 2010 (Encl C).  In addition,  I attach a proposal by WasteZero- which is on the state bid list to establish a system which would replace the present punch card system at the Transfer Station (Encl D). I look forward to the Board’s guidance on these matters.

2) Westport Middle School Stormwater Grant
I am pleased to report that the Town working in cooperation with the Westport River Watershed Association and the Buzzards Bay Coalition has been awarded a grant funded by the US EPA as administered by the DEP to mitigate stormwater runoff at the Westport Middle School.  This another great example of how a federal government program working in conjunction with a public private partnership can advance the health of the Westport River.

3) Westport Youth Soccer

As directed by the Board,  the Westport Youth Soccer solicited three quotes for the disposal of stone and rocks on the fields that the league is leasing from the town.  I would request that the Board approve the proposal submitted by “The Stonemasons Inc”

1. Request from Treasurer for End of Year Budget Transfer (Elections/Registrations).
2. Request from Treasurer for End of Year Budget Transfer (Veterans).
3. Request from Highway Department for End of Year Budget Transfer (Highway).
4. Appointment of Representative to the Southeastern MA Commuter Rail Task Force.
5. Memo from Planning Board regarding resignation of Planning Board member Gregory Franchetti.
