Call to Order. 3:00 p.m

 

1. Continuation of the Public Hearing previously held on March 2, 2011, March 29, 2011and April 5, 2011: 

Pursuant to the provisions of MGL 40A §5 and Article 2.1 of the Westport Zoning Bylaws, the Westport Planning Board will hold a public hearing at the Town Hall Annex, 856 Main Road Westport for the purpose of accepting public comments on the following proposed amendments to the Town of Westport Zoning By-laws.

Item 1. To create a new Article 20, Low Impact Development (LID), to establish minimum requirements and controls to protect and safeguard the environment, natural resources, general health, safety, and welfare of the public residing in watersheds within the Town's jurisdiction from the adverse impacts of soil erosion, sedimentation, and stormwater runoff.

Item 2. To amend Article 1 to add definitions relevant to Low Impact Development (LID), in appropriate alphabetical order.

Item 3. To amend Article 11.5.8, Assisted and Independent Living Facilities/Stormwater Management, to reference Low Impact Development (LID) and Board of Health related stormwater regulations.

Item 4. To amend Article 15.4.12, Site Plan Approval/Performance Standard #12, to reference Low Impact Development (LID).

Item 5. To add a new Article 21, Common Driveways, whereby the Planning Board may grant a Special Permit for Common Driveways serving no more than three (3) lots, each with required frontage on a public way or a way approved by the Planning Board.

Item 6. To add a new Article 22, Flexible Frontage, Eliminated.

Item 7. To amend Article 13.2.3, Inclusionary Housing, to correct a scrivener’s error.

Item 8. To amend Article 2.4.2.1, Administration, which would eliminate any doubt that the Zoning Board of Appeals has the authority to impose conditions when making a finding relating to nonconforming situations under Article 4.

 

Item 9. To vote to establish and reauthorize pursuant to the provisions of M.G.L. Chapter 44 Section 53E ½ for Fiscal Year 2012, a revolving fund for GIS fees for the Planning Board and the ZBA.

 

2. Sarah Ann Ivy Estates (06-009C & 07-001SP) Endorse Amended Extension of Covenant for the Definitive Plan and discuss the release for the Special Permit Covenant.
