Call to Order. 6:00 p.m

6:00     1. Continuation of the Public Hearing previously held on March 2, 2011 and March 29, 2011: 

Pursuant to the provisions of MGL 40A §5 and Article 2.1 of the Westport Zoning Bylaws, the Westport Planning Board will hold a public hearing at the Town Hall Annex, 856 Main Road Westport for the purpose of accepting public comments on the following proposed amendments to the Town of Westport Zoning By-laws.

Item 1. To create a new Article 20, Low Impact Development (LID), to establish minimum requirements and controls to protect and safeguard the environment, natural resources, general health, safety, and welfare of the public residing in watersheds within the Town's jurisdiction from the adverse impacts of soil erosion, sedimentation, and stormwater runoff.

Item 2. To amend Article 1 to add definitions relevant to Low Impact Development (LID), in appropriate alphabetical order.

Item 3. To amend Article 11.5.8, Assisted and Independent Living Facilities/Stormwater Management, to reference Low Impact Development (LID) and Board of Health related stormwater regulations.

Item 4. To amend Article 15.4.12, Site Plan Approval/Performance Standard #12, to reference Low Impact Development (LID).

Item 5. To add a new Article 21, Common Driveways, whereby the Planning Board may grant a Special Permit for Common Driveways serving no more than three (3) lots, each with required frontage on a public way or a way approved by the Planning Board.

Item 6. To add a new Article 22, Flexible Frontage, Eliminated.

Item 7. To amend Article 13.2.3, Inclusionary Housing, to correct a scrivener’s error.

Item 8. To amend Article 2.4.2.1, Administration, which would eliminate any doubt that the Zoning Board of Appeals has the authority to impose conditions when making a finding relating to nonconforming situations under Article 4.

A copy of the amended proposed by-laws are on file with the Town Clerk’s office, and Planning Board and on the Planning Website website on-line at www.westport-ma.gov/planning.

Item 9. To vote to establish and reauthorize pursuant to the provisions of M.G.L. Chapter 44 Section 53E ½ for Fiscal Year 2012, a revolving fund for GIS fees for the Planning Board and the ZBA.

7:00    2. Gallery Oak  08-010SPA Request for a partial completion approval for a temporary occupancy permit.

7:20     3. Knock & Maize 09-003SPA  Request for a minor modification.

7:40      4. Westport Woods 06-003M.  Request by applicant for a non-binding recommendation for the acceptance at annual Town Meeting of the Westport Woods Definitive Subdivision roadways, Brushwood Circle and Chestnut Hill Drive.

8:00     5. Lisbor Lane. (02-006C) Discussion on roadway completion.

8:15     6. Sarah Ann Ivy Estates (06-009C & 07-001SP) Discussion relative to if any PB actions are required.

8:30     7. Budget Discussion

ADMINISTRATIVE ITEMS/Any other business that may come before the Board.

8.   First Bristol Corp/Mixed Use Site Plan. VOTE in findings and Conditions and SIGN Decision.
