Correspondence Requiring Action and/or Reading

1. A letter was received from Paul Velho requesting appointment to the Energy Committee.
2. A copy of a letter from the Bristol County Retirement System to the Town Treasurer was received; regarding pension Appropriation for FY 2013.
3. A letter was received from Gordon H. Price requesting appointment to the Westport Council on Aging.
4. A request was received from the Cystic Fibrosis Foundation for a bicycle ride on September 22, 2012.  Police recommendations attached.
5. A resignation letter was received from Jack DeVeuve from the Energy Committee.
6. An email was received from Michelle Duarte regarding an upcoming vacancy on the School Committee by Eric Larrivee, effective 01-12-12.  (Resignation letter being held by Town Clerk).

Town Administrator’s Report

During the past two weeks, I have worked on the following projects/items in addition to the normal daily workload:

1.      Budget Review and Report (see attached).  I will be requesting the Board’s support and volunteers to serve on a Steering Committee to develop the details of a Structural Deficit Override Proposal.  Please read the attached report and consider your position.

2.      Central Village Improvement Sidewalk Project – meet with the State DOT Right-of-Way Agent.  Discussion will be in Executive Session.

3.      The EPA Supplemental Environmental Project / Expedited Settlement Agreement is attached and ready for signature.

4.      The site visit at the Landfill for the Solar Farm Project was held today at 1:00 PM.  Fourteen companies or firms attended.  Over 50 have been sent the RFP at their request.  I would like permission to request proposals to add a PPA Proposal for 1 Megawatt and, in the alternative for the Town’s full usage as alternatives in addition to the straight lease and tax proposal.  This will give the Town more options to choose from.  Many of the solar companies that have responded have asked if the Town would consider being an “off-token” of the power generated by the facility.

5.      The lease from SRTA regarding the 2011 E-350 van for use by the Westport Council on Aging is attached and ready for your signature.

Consider / Reconsider

1.  Recommendation from Police Chief regarding applications for appointment as Constable.
