Commission on Disabilities Sept. 15, 2011 Minutes
A quorum being present, Chairperson Elaine Ostroff called the meeting to order at 3:30 pm at the Town Hall. Members present: Stanley Cornwall, Elaine Ostroff, Sybil Burba, John Pelletier. Dick Squire and Selena Howard Absent: Michael Ouimet and webmaster John Branco. Guest present: Rose Rego.
June 18, 2011 corrected minutes were approved by John Pelletier and seconded by Sybil Burba.
Motion was made by John to have Mike and Elaine part of town-wide committee. John would be an alternate. Motion was seconded by Sybil.

2. Updates:
a) ADA Transition Plan, Town wide committee: John Pelletier filled in for Mike Ouimet as the 2nd representative from the COD. Supt. Colley recommended that access improvements be done on a town-wide basis, by type of problem. Estimates are needed but contractor Jay DeNardo not available at this time. The Town Administrator who was the ADA Coordinator has left Westport so we will not have an ADA Coordinator until the part-time interim administrator Mr. Healey starts in October.
b) Parking Inventory: The consultant gave us a worksheet on number of accessible spaces and signs we should have for each of the parking lots at Town Buildings. We have to review the actual sites to verify how many signs are needed for both regular and van accessible spots.
c) COA Update: Boy Scouts did a fabulous job particularly on installing the cobblestones at the front walk at the COA and the HP signs were all rebuilt to the correct height. COA still needs emergency walkway at ground level to parking lot to be completed. Diman is overbooked on work and cannot do this project. The Friends will pay for labor and is looking for quotes from three contractors.
d) Annex: Jack Sisson will review the outside staircase that needs handrails to see if his staff could install them.
e) Supt. Colley had suggested that the COD meet with the Capital Improvements Committee about additional funding to address accessibility needs.
f) Fundraising report by Dick Squire $6400 plus funds from 2010 handicap parking fines=$7600 total.
g) Beach access: the Housing Rehab consultant proposed an amendment to DHCD, the agency paying for the ADA facility study. This would pay for feasibility study and construction drawings for our top priority, the board walk at C&W beach, if approved. Planning money comes from town program income from housing rehabilitation. Beach project might need $100,000 for capital improvements to make path at C&W. There may be problem w/private property. Stanley recommends using gators to transport people. Board walk should extend further back to address the changes in grade.
Meeting with 2 members of beach committee with DCR Commissioner Ed Lambert at Heritage Park. Sean Leach and Beach Committee Chairman Tim St. Michel participated. Lambert said he would share info with the Town from work down at Horseneck State Beach boardwalk.
h) Website: Elaine asking COD to review John Branco’s work on the COD website and give him feedback and more ideas.
3. Review of requirements for appointed committee members regarding open meeting laws and conflict of interest rules. There was a quorum of 4 people participating in this meeting as 2 members had not completed the Open Meeting and online Ethics test as required by the Selectmen.
4. Annual Appointment for the ADA Transition Plan Committee:

5. East Beach situation after “Irene” reported: Road re-built 6 times so this time there will be a longer term solution at E. Beach.
6. CONCOM meeting with the Beach Committee to be scheduled in near future. Sean Leach will prepare profile to get substantial shape of dunes.
7. John recommended we send something to Mike Ouimet who is ill.
8. Meeting schedule: Oct. 15, Nov 19 and Dec 17 at the COA.
